Aggressive dog in gated community

Can anybody give me advise, we have to pass the gate of a dog owner and every time the dog frightens the day lights out of passer by. The community of owners have issued warnings in the past but the owner is now on the committee and worse again is Spanish so no action taken. The latest episode at 12.30 am last night and the dog is outside with owner presumably in bed.
